On April 26,Shenyang Public Security Bureau released eight measures to optimize the business environment and build exit-entry services.

On the same day,Li Yue,vice-bureau chief of Shenyang Public Security Bureau,explained the specific measures.

For enterprise personnel applying for exit-entry certificate due to urgent exit purposes such as investment promotion, foreign trade negotiation, contract signing, and emergency meeting and negotiation, the approval time limit is reduced from 6 working days to 2 working days.

Provide appointment, centralized and delayed acceptance services for enterprises that need to dispatch personnel in bulk to participate in major project construction overseas.

Provide simplified and convenient services with dedicated area, window, and processes for elderly people aged 60 and above to apply for exit-entry certificate.

During the process of citizens applying for exit-entry certificate, provide reminder services of safety, emergency response and civilized tourism for outbound trips. For residents of Shenyang who lose their exit-entry certificate overseas, cooperate with Chinese embassies and consulates to verify the identity as soon as possible and assist them in reissuing the certificate.

Exit-entry records, proof of guardianship relationship, proof of accommodation registration for overseas personnel and other certification materials that can be clearly verified through the internal system do not need to be submitted by the applicant.

For foreign personnel invited by registered enterprises in Shenyang who are unable to complete their entry visas in a timely manner due to urgent reasons, the enterprise can apply for the trade visa for entry via the visa department of Shenyang Taoxian International Airport port in advance. For foreign businessmen who conduct investment inspection, negotiate cooperation, participate in exhibitions and sign contracts in Shenyang , the trade visa with a stay period of no more than 180 days can be issued according to their needs. For those who need to re-enter the country due to trade activities, the visa can be issued once, twice or multiple times as appropriate.

For foreign investors in key provincial and municipal investment projects, foreign talents and members of innovation and entrepreneurship teams introduced by key development fields and industries, the work residence permit with a validity period within 5 years can be issued, and the private affairs residence permit with the same period can be issued to their accompanying family members.

For foreign students from internationally renowned universities and international students in domestic key universities who start their own businesses in Shenyang after graduation, the private affairs residence permit with a validity period within 2 years can be issued. Those employed by enterprises in Shenyang can directly apply for the work residence permit.
