After 261 villagers in the village got the first batch of real estate certificates issued in the city,on June 23,good news came again from Yantai Village in Xinglongtai Sub-district,Shenbei New District.Yang Xiangyuan,a villager,got the city's first rural construction planning permit.

The issuance of rural construction planning permits is an ice-breaking move for Shenbei New District as a national pilot area for the reform of rural residential land.After the villagers have passed the approval,they can renovate and expand their old houses to improve their living conditions,which not only revitalizes the idle agricultural houses,but also lays the foundation for the transfer of the right to use the residential lands.

After the issuance of the Notice on the Approval Measures for Rural Residential Land in Shenbei New District(for trial implementation),Yang Xiangyuan was the first to apply for rural residential lands and building(planning permission).After being approved and publicized by the villagers'representative meeting,it will be approved online by the"multiple plans in one"business collaborative sharing platform of Shenyang Municipal Bureau of Natural Resources,and jointly approved by the District Bureau of Natural Resources,the District Bureau of Agriculture and Rural Affairs and the sub-district,and the rural construction planning permit will be issued.The government will also fund the free mapping for the first villager to apply.

In the village construction approval hall of Xinglongtai Sub-district,Yang Xiangyuan,who got the permit,was extraordinarily happy.On the permit,the building area of his old house was only 85.86 square meters,and the approved building area reached 114.75 square meters."We've been waiting for this day for a long time.With this permit,my 40-year old low house can be renovated."The 75-year-old Yang Xiangyuan could never have imagined that he would become a"early adopter"of this new policy.

In order to promote the smooth and orderly development of this work,Shenbei New District piloted in Yantai Village of Xinglongtai Sub-district,and will be implemented in the whole district after success.
