According to Shenyang Municipal Administration for Market Regulation on June 9 that in accordance with the requirements of"preventing the epidemic,stabilizing the economy and ensuring safe development",the administration focused on the functions and responsibilities of departments,innovated working methods,spared no effort to protect market entities,and adopted multiple measures simultaneously to stimulate the vitality of market entities,and formulated 22 rescue and assistance policies.

1.Shenyang will optimize the function of"accessing more government services via a single website",realize the completion of multiple matters within 0.5 days,and handle the business license for no more than 2 hours.

2.Shenyang will promote the reform of enterprise-related business license examination and approval in four ways:canceling the examination and approval directly,changing the examination and approval to filing,implementing the promise of notification,and optimizing the examination and approval service.

3.For self-employed individuals that can operate without a specific business site or do not temporarily meet the requirements of business site at the initial stage of entrepreneurship,they only need to submit the residence(or business site)custody agreement signed with the custodian institution to the registration authority,and do not need to submit the housing ownership certificate and other materials.

4.The residence can be registered except for a specific business which is prohibited by law or regulation from being operated on the residence premises.The same residence can be registered as the residence of multiple market entities.When registering business,the enterprise only needs to submit the letter of commitment.The self-employed individuals that conduct business activities only through the Internet are allowed to register their online business premises as business premises.

5.Shenyang will establish such systems as return visit of newly registered market entities,retention of canceled enterprises,and sincere talks with relocated enterprises,so as to promote the steady development of newly established market entities and make every effort to retain market entities.

6.The limit on the area of licensed premises for category III medical devices shall be abolished,and the examination and approval procedures shall be streamlined.All other procedures shall be canceled except the on-site inspection procedures for the warehouses of cold chain and third-party logistics enterprises with high risks.

7.The mode of"integration of examination and approval"shall be adopted for the approval of COVID-19 antigen self-test kits,disposable virus sampling tube and other epidemic prevention materials,and the validity period of drug trade licenses that cannot be renewed due to the impact of the epidemic shall be extended.

8.Shenyang will actively promote the"10 billion RMB Yuan loan delivery action"in Liaoning Province,and will help small and micro enterprises to complete financing of 2 billion RMB Yuan throughout the year.

9.Grant loan subsidies for intellectual property pledge financing.In accordance with the"post-subsidy"mode,loan enterprises will be subsidized according to 50 percent of the interest and guarantee premiums,and the accumulative quota of each unit will be up to 200,000 RMB Yuan per year.

10.The patent of national and provincial demonstration(advantage)enterprises,the patent that has won the patent award above the provincial level,and the patent premium involved in the process of pledge financing and intellectual property securitization are fully subsidized in the form of"post-grant",while other patent premiums are subsidized in accordance with 50 percent of the actual amount of premiums incurred,with a maximum cumulative amount of 50,000 RMB Yuan per unit per year.

11.The construction unit of the leading local standard for geographical indications will be given a maximum subsidy of 200,000 RMB Yuan.Enterprises that produce geographical indication products are encouraged to go through the formalities of filing with China National Intellectual Property Administration,and enterprises that file for the first time will be given a subsidy of up to 50,000 RMB Yuan.

12.The intellectual property service institutions with good results in absorbing college students'employment will be given a maximum subsidy of 50,000 RMB Yuan.

13.Shenyang will encourage enterprises to implement patented technologies of universities and research institutes through transfer and licensing,and subsidize the part of patent transactions in technology contracts in the form of"post-subsidy",with the maximum amount of subsidy of 300,000 RMB Yuan per enterprise.

14.All the 145 market supervision and administration offices in the city have set up Party building guiding stations,which are designated to contact the party organizations of"small and micro enterprises,self-employed individuals and professional markets"to provide basic quality services such as measurement,standards,certification and accreditation,inspection and testing,so as to realize the coordinated development of Party building and market supervision of "small and micro enterprises,self-employed individuals and professional markets" at the same frequency.

15.The inspection and testing fees of elevators,boilers and boiler water(medium)quality shall be halved for catering and accommodation enterprises.

16.Reviewing and abolishing a number of policies and measures that impede the unified domestic market and fair competition.Smoothing complaint reporting channels and strengthening the rigid restraint of the system.Shenyang will strictly manage the list of intermediary services for administrative approval,to achieve "no matters beyond the list".

17.Differentiated supervision shall be implemented according to the classification of enterprise credit risk and early warning and monitoring results,and the proportion and frequency of spot checks shall be determined according to the risk grade.

18.Temporarily disconnected enterprises affected by the epidemic,can be temporarily excluded from the business exception list.Enterprises that produce or manage epidemic prevention and control materials and related enterprises that apply for credit repair shall be removed from the business exception list in a timely manner.Enterprises affected by the epidemic apply for credit repair,can be exempted from on-site verification of residence through a written commitment.

19.Shenyang will strengthen the supervision of road transport prices,regulate the behavior of charges related to enterprises.Shenyang will investigate and punish illegal increases in electricity charges at the link of switching to power supply,and intensify inspections of the implementation of preferential policies such as deferred charges for electricity,water and gas,and price reductions or exemptions.

20.Carry out the promise activity of "refund products purchased offline within seven days" to further expand the green channel of consumer rights protection.

21.Market entities with business difficulties caused by the epidemic or other reasons can independently decide to close their businesses within a certain period of time to reduce maintenance costs and provide buffer institutional options for market entities.

22.Shenyang will optimize general cancellation registration procedures,so that self-employed individuals and other market entities that do not need to liquidate can directly go through cancellation procedures with the registration authority.Shenyang will also expand the scope of simple cancellation,further reduce the announcement time from 45 days to 20 days.
