"Whatever the innovators need, we will provide it; whatever people are dissatisfied with, we will work hard to improve its quality and upgrade it". On May 27, the relevant leader of Shenyang Municipal Administration for Market Supervision (Shenyang Municipal Intellectual Property Office) (hereinafter referred to as the "Administration") introduced that, in order to further improve the business environment in the field of intellectual property, continuously improve the quality of intellectual property services, and establish an efficient and smooth access and evaluation feedback mechanism, the Administration has issued the Regulations of Shenyang Municipality Regarding the Access and Evaluation of Intellectual Property for Promoting Excellence (Trial), adhering to the orientation of "promoting excellence through evaluation, and providing targeted services", and establishing a full-process evaluation and re-access mechanism from such aspects as organization and implementation, evaluation form, evaluation content, and application of results. This is the first institutional exploration and innovation made by Shenyang in the mechanism of re-accessing and evaluating intellectual property.

The Administration has made the following proposals: First, an efficient mechanism for identifying the problems through "three evaluations and one exchange" should be established. Through the combination of "instant evaluation" by the window, "re-access and evaluation" by key enterprises, "third-party evaluation", and "perspective taking experience", the blocking points, pain points, difficulties and key issues in the public service of intellectual property can be identified in time. Second, a mechanism for matching "two pools and one list" with targeted services should be established. By establishing and dynamically updating the pool of innovators, the pool of intellectual property and the list of service needs, Shenyang's intellectual property management departments, business windows and service centers at all levels have truly played the roles of "humble servants" as policy promoters, service assistants, and government-enterprise liaisons, helping innovators run at the "accelerated speed" of high-quality development. Third, a three-level coordinated solution mechanism of "one enterprise, one file" should be established. For the problems reported by the innovators, the operation mechanism for advancing the work based on the list, completing the work through task forces, and evaluating the results of the work in a closed-loop manner should be established. Three-level coordinated efforts should be made under the leadership of Shenyang Municipal Leading Group for Intellectual Property Work, to resolve and respond to the concerns of the innovators in a timely manner.
