On June 3, Information Office of Shenyang People's Government held a press conference with the name of " The Several Policies and Measures of Shenyang to Stabilize the Market Main Body".Shenyang 15 policies and measures were introduced to stabilize the market main body, in order to further boost the confidence of the market, promote consumption actively, stabilize the market main body, and drive economic growth effectively.

According to the introduction of the principal of Shenyang Municipal Development and Reform Commission, since May 15th, Shenyang Committee of the Communist Party of China and Shenyang Municipal People's Government have stressed the epidemic prevention and control on the one hand, and the economic and social development on the other hand. 1437 projects more than CNY one hundred million of the city achieved the commencement and resumption of work, increasing 410 compared with the same period last year. 1600 projects commented and resumptive work, and achieved the annual planned goal before the end of June half a year ahead of schedule.

Expecting that from January to May, the city's major economic indicators achieved year-over-year rapid growth, and has largely restored the level of the same period in 2019. Especially industrial added value above designated size, and the general public budget revenue grew faster with the growth of 22% and 18.9% respectively.

With this round of epidemic under control, how to speed up economic recovery and development becomes the current priority of work. For this, Shenyang Municipal Development and Reform Commission introduced 15 policies and measures to stabilize the market main body in accordance with the work deployment of Shenyang Committee of the Communist Party of China and Shenyang Municipal People's Government, after in-depth research, in conjunction with 16 departments, and on the basis of introducing 25 policies at the beginning of this year. On May 31, Shenyang implemented medium risk areas being "zero", and 15 policies were issued and implemented "in the first place" on June 1 to ensure the timeliness of policy introduction.

After the preliminary estimation, these policies are expected to ease the burden of about CNY 1.03 billion for the enterprises.
