Shenyang has been firmly implementing the epidemic prevention and control strategy of "to prevent the coronavirus from re-entering the country to cause a new epidemic" and resolutely blocking and eliminating the risk of epidemic import and spread. Since August 7, the whole area of Shenyang has become a low-risk area. The city's COVID-19 Epidemic Prevention and Control Headquarters has decided that, from now on, the business and activities of key places will be resumed in an orderly manner. The relevant matters are hereby notified as follows:

Adhere to scientific and precise prevention and control, tighten and consolidate the "four-party responsibilities" of territories, departments, units and individuals, and effectively organize production and achieve orderly flow in society.

In accordance with the principle of "who manages, who is responsible; who sponsors, who is responsible; who organizes, who is responsible", and under the premise of formulating epidemic prevention and control plans and emergency response plans, according to regular epidemic prevention and control requirements, resume the business and activities in the following places in an orderly manner.

Singing and dancing halls, mahjong halls, pedicure shops, Internet cafes and other places resume business. Room Escape game venues, underground or semi-underground sports and fitness venues with poor ventilation resume business.

Scenic area, scenic spots, and theaters resume normal business.

Offline activities of various off-campus training institutions (including after-school care service institutions) resume normal operations.

Nursing homes, welfare homes, prisons, and mental health institutions resume normal management and visits.

All religious sites resume opening to public.

Large-scale conferences, performances, trainings, promotions, competitions and other activities shall be held with approval procedures.

The competent departments of all regions and industries shall strengthen the supervision of epidemic prevention and control, conduct regular patrol and inspection, and urge all operating business units to strictly implement regular epidemic prevention and control requirements. Any operating business unit that fails to meet the requirements shall not resume business or open up.

All operating business units should fulfill their main responsibility for epidemic prevention and control. Before the resumption of business and opening, it is necessary to organize and do a good job in disinfection and elimination as well as the COVID-19 vaccination for eligible staff. After the resumption of business and opening, regular epidemic prevention and control measures should be implemented, such as "temperature must be measured, itinerary must be investigated, masks must be worn, and vaccines should be vaccinated for all eligible people" and ventilation, cleaning and disinfection in all places. Meanwhile, daily staff health monitoring should be done well.

Personnel entering the above places must take the initiative to cooperate with the joint check of health code, itinerary code and COVID-19 vaccination record. Only when the temperature is qualified, can they enter the above places.

The general public should strengthen their own health awareness, wear masks scientifically, maintain social distancing, and pay attention to personal hygiene. Citizens who are eligible to receive COVID-19 vaccines but have not been vaccinated, please actively go to the vaccination site to get vaccinated. Once people have fever, respiratory symptoms and other symptoms, they should visit the nearest fever clinic under the premise of doing good personal protection. They should wear masks on the way to medical treatment and avoid taking public transportation.

Shenyang will adjust the prevention and control measures promptly and dynamically in accordance with the epidemic situation at home and abroad and the relevant national and provincial epidemic prevention and control requirements.
