The Regulations on Domestic Waste Classification Management in Shenyang was recently released and will come into effect on May 1. The regulation makes provisions for the city's domestic waste source reduction, sorting, collection, transportation, disposal and its related supervision and management activities.
The responsible person system will be implemented in the domestic waste classification management.
Domestic waste is divided into recyclables, hazardous waste, kitchen waste and other waste. According to the regulations, the municipal administrative department of Shenyang will work out a catalogue of domestic waste classification, compile guidelines for domestic waste classification, determine classification marks and sorting rules, and publicize them to the public. The responsible person system will be implemented in the domestic waste classification management. When companies, organizations and individuals put out domestic waste, they should sort the garbage according to the time and place announced by the responsible persons, and should not dump, throw or pile up domestic waste at will.
Kitchen waste will be collected and transported regularly every day.
According to the regulations, the city's new, reconstructed or expanded residential, public buildings, public facilities and other construction projects will be built with domestic waste sorting and collection facilities. The domestic waste sorting and collection facilities in existing residential communities, public buildings and public facilities that do not meet the standards will be reformed and improved. Recyclables and hazardous waste will be collected and transported on a regular basis or by appointment. Kitchen waste and other waste will be collected and transported regularly every day. In the process of transportation, special vehicles with obvious marks for the transportation of domestic waste categories will be used, which will be sealed, intact and tidy.
Dumping domestic waste will be punished.
The regulations also stipulate that units and individuals will be punished for dumping, scattering or piling domestic garbage at will when they put out the garbage. Units that commit such acts will be ordered by the municipal, district or county (city) urban administrative department to stop the illegal acts and make corrections within a time limit and will be fined between CNY 5,000 and CNY 50,000.
