The full text of the Liaoning Province Railway Safety Management Regulations (Draft) has been released recently to solicit public opinions. The draft regulation for comments proposed that stalk burning and livestock breeding are prohibited in the safety protection zone of railway lines. The stacking of combustible materials in culverts or under bridges and planting of plants that affect safety are also prohibited. No stalls are allowed within 20 meters of railway crossings.
Railway lines will be divided into sections according to management needs, and the double section chief responsibility system will be implemented. The railway transport enterprises, the township governments, and the sub-district offices where the road sections are located will each designate a relevant person in charge as a section chief to jointly do the work related to railway safety management within their jurisdiction. The municipal and county governments and their relevant departments, township governments and sub-district offices along the railway line will strengthen the environmental sanitation improvement of the visible area within 500 meters on both sides of the railway line, timely clean up open-air piles of household garbage, construction waste, scrap waste, floating objects in the pond, open-air manure pits, sewage pits, "white pollution" and other light objects.
Attention! The following behaviors will be prohibited.
It is prohibited to burn stalks, raise livestock, discharge sewage, dump garbage, dump dirt or place other substances that endanger railway safety within the safety protection zone of railway lines. It is prohibited to discharge sewage, dump garbage, and other substances that endanger railroad safety. It is prohibited to pile up firewood, straw, and other combustible materials under bridges or in the culverts and drainage facilities. The planting of trees and other plants affecting the safety of the railway is prohibited. It is prohibited to set off fireworks, firecrackers or burn garbage, oblation, asphalt, linoleum, rubber, plastics, leather, and other substances that produce toxic, harmful smoke, dust, and foul-smelling gases. It is prohibited to use light materials such as colored steel tiles, iron sheets, plastic films, and other lightweight materials to build board houses, colored steel sheds, plastic sheds, and hang advertising signs (plaques).
It is prohibited to set up stalls within 20 meters of the railway crossings. Within 500 meters on each side of the conductor of the railway power line, low-altitude floating objects such as kites, balloons, Kong Ming lanterns, and small aircraft shall not be raised and flown. If it is really necessary to fly a small aircraft for on-site investigation or construction work, it shall obtain approval in accordance with the relevant provisions, take necessary safety precautions and notify the railway transport enterprise in advance. If there is any violation of the law, the public security authorities will order correction and impose a fine of not less than CNY 10,000 and not more than CNY 50,000 for the unit and not less than CNY 500 and not more than CNY 2,000 for the individual. If the act constitutes a violation of public security management, the public security authorities shall impose public security management penalties in accordance with the law.
