On May 1, the Regulations on Domestic Waste Classification Management in Shenyang will be formally implemented. On April 26, Shenyang Office of the Leadership Team for Domestic Garbage Classification held a forum on domestic waste classification in residential areas in Kui Xing Community, Wanquan Sub-district, Dandong District. The deputies of the National People's Congress and members of Chinese People's Political Consultative Conference National Committee, comrades in charge of district and sub-district garbage classification office, teachers, students, community cadres, residents and other representatives gathered together to discuss how to better promote the work of residential community garbage classification.

In 2021, Shenyang will carry out the "four classifications" in all 5030 residential communities in the city, and the kitchen waste disposal facilities will be equipped with a 100 percent rate. The average daily collection and transportation volume of household kitchen waste will reach 100 tons, and the recycling rate of domestic garbage will remain above 35 percent.

This year, Shenyang will focus on the promotion of household kitchen waste classification to cultivate people's good living habits of "sorting at home, carrying downstairs when going out, and accurately throwing at fixed points". At the same time, the city's 2,886 graded property communities are required to take the initiative to participate in the classification, organize forces to carry out law enforcement inspection of the classification work of property units, set up the red and black list to be published in the media every month, the results will be included in the credit management of property service enterprises, forming a binding mechanism, and in accordance with the Regulations on Domestic Waste Classification Management in Shenyang to punish unqualified enterprises.

In order to regulate the behavior of people who put domestic garbage, the regulations also stipulate that units and individuals will be punished for dumping, scattering or piling domestic garbage at will when they put out the garbage. Units that commit such acts will be ordered by the municipal, district or county (city) urban administrative department to stop the illegal acts and make corrections within a time limit and will be fined between CNY 5,000 and CNY 50,000.
