Recently, the Shenyang Pre-hospital Emergency Management Regulations (draft) were open for public comments. According to the regulations, the rescuer shall not bear civil liability for damages to the recipient caused by voluntary emergency assistance. Pre-hospital medical emergencies should treat first and then charge.
According to the regulations, Shenyang encourages citizens with first-aid skills to participate in public first aid and advocate the concept of self-rescue and mutual aid. Personnel with first-aid training and first-aid knowledge are encouraged to take an active part in first-aid in public places, and the rescuer shall not bear civil liability for any damage caused to the recipient due to voluntary emergency rescue and protection. Pre-hospital medical emergency shall be charged after treatment, and shall not be refused or delayed to provide pre-hospital medical emergency services for acute critically ill patients on the grounds of non-payment. For patients who cannot be identified or have no ability to pay, their pre-hospital medical emergency expenses shall be paid by pre-hospital medical emergency institutions in advance. If the public security organs verify their identities and the civil affairs departments confirm that they meet the assistance standards, the expenses shall be covered by special government funds.
After the emergency center receives the call for help, it shall immediately dispatch the standby emergency ambulance team to ensure that it can make a home visit within 3 minutes and arrive at the scene of treatment as soon as possible. If the patient requests to be sent to the designated medical institution, the request shall be made to the pre-hospital emergency medical personnel in a timely manner. Pre-hospital medical emergency personnel will inform the patient of the possible risks and record the situation, and the patient will be transferred to the designated medical institution after the patient signs for confirmation. If the patient refuses to sign, the pre-hospital emergency medical personnel will record it.
According to the regulations, "120" is the only special call number for pre-hospital medical emergencies, which implements unified call numbers and unified command and dispatch. Any unit and individual shall not set up any other form of pre-hospital medical emergency call for help. Non-pre-hospital emergency medical institutions may mark the name of the medical institution they belong to on both sides of the body of their ambulances, but they shall not use the words "120", "first aid" or signs that are easily confused with them.
The regulations also proposed that the management units of railway stations, subways and other crowded places, enterprises operating high-risk sports, travel agencies, hotels and other industries will establish ambulance organizations, configure the necessary first aid drugs and equipment, organize relevant personnel to receive first aid training, and actively carry out public first aid for the sick and wounded in the event of a sudden accident. Places and units where available are encouraged to be equipped with automatic external defibrillators.
