According to Shenyang Finance Bureau on March 16 that Shenyang Finance Bureau will allocate CNY 76.7 million in special industrial poverty alleviation funds in 2021, up 8 percent over the previous year. Supporting the establishment of county-owned long-lasting pillar industries, township-owned long-lasting leading industries, village-owned long-lasting advantageous industries and household-owned income-generating projects' consolidation mechanisms, and promoting the effective connection between poverty alleviation and rural revitalization.

Shenyang Finance Bureau has also arranged CNY 30 million for rural e-commerce construction this year to promote the docking of resources and enterprises, products and markets. Shenyang Finance Bureau will invest more than CNY 19 million in the construction of "one village, one product" to promote the construction of typical demonstration villages such as characteristic planting and large-scale breeding, and to support the development of villages with resource endowment out of poverty into beautiful leisure villages. They will build a number of infrastructure projects in areas that have cast off poverty, try to provide employment as a form of relief, and absorb the populations that have been lifted out of poverty and low-income population to seek employment in places close to their homes.

They will strengthen the policies to ensure the basic livelihood of people and increase the ability to withstand risks. Shenyang Finance Bureau will strengthen cooperation with the insurance department and arrange poverty prevention and relief funds of CNY 3.31 million, focusing on the prevention and control of natural disasters and returning to poverty due to illness and other risks, so as to ensure that the production and livelihood of poor households are guaranteed.

At the same time, they will also strengthen the management and supervision of poverty alleviation funds, implement the management of poverty alleviation assets, strengthen the operation and management of poverty alleviation assets, strive to achieve the preservation and appreciation of the value of poverty alleviation funds and assets, and supervise the districts and counties (cities) to reasonably distribute and standardize the use of various types of income to increase the income sources of poor households.
