In August 2024, the Public Security Bureau of Shenyang, in conjunction with the Shenyang Bureau of Science and Technology, introduced "one-window processing and parallel approval" of work permits and work-related residence permits for foreigners. Therefrom, foreigners can now submit all required documentation for obtaining both permits to the entry-exit departments of public security bureau at one time.

First, foreigners can enter Shenyang through visa-free policy. Citizens from 38 countries, including Germany, France and the ROK, into Shenyang for business, tourism, family visits and visiting are allowed to stay visa-free for up to 30 days.

Second, foreigners can enter Shenyang through visa-free transit policy. Since December 17, 2024, the stay duration for foreign nationals eligible for visa-free transit into China via the Shenyang Taoxian International Airport port has been extended from the previous 144 hours to 240 hours, and the allowed areas for visa-free transit travelers have been expanded from Liaoning Province to 24 provinces (autonomous regions and municipalities) across the country.

Third, foreigners can enter Shenyang through port visa policy. Foreign nationals who urgently need to enter Shenyang for non-diplomatic and non-official activities, including business cooperation, visit and exchange, investment and entrepreneurship, family visits, and personal matters, and who are unable to obtain their visas abroad in a timely manner, can apply for a visa at the port visa office of the Division of Exit-Entry Administration of Public Security Bureau of Shenyang at the Shenyang Taoxian International Airport.
