By 2023,Shenyang National High-tech Industrial Development Zone(hereinafter referred to as Shenyang High-tech Zone)will be built into a high-tech park with national influence,with more than 2,000 high-tech enterprises,more than 100 makerspaces and business incubators.More than CNY 10 billion will be invested in scientific and technological research and development.It will rank among top 20 national high-tech zones by comprehensive strength.This is the development goal put forward by the Implementation Opinions of Shenyang Municipal People's Government on Promoting the High-quality Development of Shenyang National High-tech Industrial Development Zone(hereinafter referred to as Implementation Opinions).
Build Shenyang Hunnan Science and Technology City into the core area of "Innovative Shenyang" The Implementation Opinions proposes that Shenyang Hunnan Science and Technology City will be built into the core area of "Innovative Shenyang":major innovation platforms will be established such as Shenyang National Research Center for Materials Science,Liaoning Materials Laboratory,Liaoning Intelligent Manufacturing Laboratory and Northeast University Innovation Port;the cooperation between Shenyang High-tech Zone and universities and research institutes will be advanced to build pilot bases for the transformation of scientific and technological achievements,focusing on the advanced technology and life sciences of Chinese Academy of Sciences;the reform of ownership or long-term use right of post scientific and technological achievements will be implemented first in Shenyang High-tech Zone,and no less than 70%of the transformation income of scientific and technological achievements will be distributed to those who have completed scientific and technological achievements;talents from all over the world will be encouraged to work in Shenyang High-tech Zone,through formulating the exclusive talent policy of Shenyang Hunnan Science and Technology City and building youth-friendly blocks and talent-growing urban areas.
It will strengthen the construction of national intellectual property demonstration park,and promote the establishment of Shenyang Intellectual Property Court and Shenyang Intellectual Property Procuratorate in Shenyang High-tech Zone by Liaoning Shenyang Municipal Intermediate People's Court and People's Procuratorate of Shenyang City.China(Shenyang)Intellectual Property Protection Center will set up windows in Shenyang High-tech Zone to provide innovative entities with intellectual property services such as quick patent examination,quick confirmation of rights and quick rights protection.
Create demonstration projects in fields of smart manufacturing and smart medical care.
The Implementation Opinions also proposes to build the core area of the new generation artificial intelligence innovation and development pilot zone in Shenyang High-tech Zone,and implement demonstration projects such as "Robot+",intelligent manufacturing and smart medical care.It will promote the application of intelligent medical care,industrial robots,smart education,autonomous driving and other technical products,and establish an open scene mechanism in key fields.It will advance the establishment of Huawei's regional headquarters in Liaoning,and build artificial intelligence computing center,Kunpeng ecological innovation center and Kunpeng information and innovation cloud platform.It will carry forward the construction of benchmark demonstration scene projects such as Shenyang Digital Economy Industrial Park,Huawei(Shenyang)VR Cloud Innovation Center,city-level smart parking,and digital unmanned factories.
Shenyang will speed up the development of "One District and Three Parks" in the high-tech zone,expand the management scope of Shenyang High-tech Zone and establish the spatial development pattern of "One District and Three Parks"."One District" is the Hunnan District,and "Three Parks" are Heping Branch Park,Huanggu Branch Park and Dadong Branch Park.
Shenyang High-tech Zone will also carry out a pilot project of enterprise innovation points system,striving to be a national-level pilot.It will build an enterprise innovation points management platform,strengthen informationized,intensive and dynamic management of enterprise data,and improve targeted and precise services for enterprises.
