Typical speech,experience sharing,policy analysis,on-the-spot observation...On February 18,Shenyang Agricultural and Rural Bureau and Shenyang Rural Comprehensive Property Rights Transaction Center held a working conference on management and reform of Shenyang agricultural economy and rural property rights circulation and transaction,seek new pages and open new opportunities through pioneer leading,demonstration driving,policy empowerment.
If the reform of rural collective property rights system is divided into the first part and the second part,then in the first part,Shenyang focuses on four tasks:assets verification,member definition,equity management,registration and certification.By the end of 2021,Shenyang had established 1,964 village share economic cooperatives,with a completion rate of 99.6%,which laid a solid foundation for the second part.
In 2022,Shenyang made every effort to do the "second part" of rural property reform.We deepened the reform of rural collective property rights system,promoted the rural collective assets into the property rights trading market for circulation and transaction,carried out the supervision of rural collective assets,promoted the preservation and appreciation of collective assets,and developed and strengthened rural collective economy.
During the experience exchange,Zhang Xiting,Chairman of Shenyang Rural Comprehensive Property Rights Transaction Center,said, "The number of transaction projects in recent three years jumped from 39 in 2019 to 2,385 in 2021,and the transaction amount jumped from CNY 30 million to CNY 270 million.The average premium rate is 12.83%,and farmers have realized value-added income of CNY 40.51 million.Shenyang's overall transaction volume accounts for more than 50% of the province's total."
By telling his own reform story,the typical representative of Yuhong District shared how the "capital,assets,resources" of the village collective could maximize the value-added and value-maintained benefits."The original annual rent of village collective factory in Donglaobian Village,Guanghui Street was CNY 40,000.After the expiration,we signed a 20-year lease contract with the successful asbestos tile factory through the property rights transaction platform.The rent price in the first ten years was CNY 60,000 per year,and in the second ten years it was CNY 80,000 per year.The village collective income was CNY 1.4 million,and the employment problem of 30 villagers was solved."
The delegates in agriculture-related districts and counties learned a lot from experience sharing,policy interpretation,and such four-hour "brainstorming".
After the conference,the participants visited Sujiatun District Property Rights Transaction Center,and learned the successful experience of typical pilot area of rural collective property rights reform in Yangshulinzi Village,Yongle Street.
