On December 25,the Ministry of Ecology and Environment named and awarded plaques to the 2025 national ecological civilization construction demonstration zones and "Lucid Waters and Lush Mountains Are Invaluable Assets" practice innovation bases at the 2025 China Ecological Civilization Forum.

Two districts in Shenyang were included in the national-level titles.

Dadong District was designated as a national ecological civilization construction demonstration zone for 2025.

‌Dadong District, as the central urban area of Shenyang, has leveraged its unique resource endowments and cultural heritage over the years to strive to build an ecological civilization demonstration zone, achieving remarkable results in industrial green transformation and urban ecological upgrading.As a five-time champion among the "Top 100 Industrial Districts in Northeast China", Dadong District has propelled its Shenyang-EU Economic Development Zone to earn the national title of "Green Park" and be included in the first batch of national "Pilots for Synergistic Pollution Reduction and Carbon Emission Reduction". The district has simultaneously advanced urban renewal and ecological construction, maintaining the highest forest coverage rate among central urban areas.

Shenbei New District was designated as a "Lucid Waters and Lush Mountains Are Invaluable Assets" practice innovation base for 2025.

Leveraging its rich natural resources, beautiful ecological environment and distinctive Xibe ethnic ecological culture, Shenbei New District has explored unique "Two Mountains" transformation pathways.‌ These include using river basin governance to attract high-end industries, promoting the integration of black soil farmland with primary, secondary and tertiary industries, developing holistic tourism through pristine landscapes, and creating ecological IPs rooted in ethnic culture. It has built a series of key projects, such as Puhe River Ecological Corridor, Tanbo Art Town, Qixing National Wetland Park and Xibe Ethnic Cultural Protection Zone.The district has earned numerous accolades, including national agricultural industrialization demonstration base, outstanding case of national river and lake chief system, national rural tourism premium route, China's most beautiful countryside, China's famous historical and cultural village, and one of Liaoning Province's first batch of holistic tourism demonstration zones.
