Good news!Two fields of Shenyang were designated as "2023 Innovative Cities for Business Environment".

In the "2023 Report on Innovation of Urban Business Environment" recently released by China Media Group, two fields of Shenyang, namely "Reform of Market Mechanism" and "Sound Protection of Rights and Interests", were designated as "2023 Innovative Cities for Business Environment" and entered the top 10.

For a certain period of time, Shenyang has comprehensively implemented a package-style service system for establishment, change and cancellation by only one application process, and has implemented comprehensive licensing reform in 20 business sectors. Shenyang has implemented a "double review" mode for fair competition review and pioneered the "credit guarantee letter" system for bid bonds nationwide. Moreover, the city has issued the innovative four regulations on credit management for purchasers, agents, suppliers and evaluation experts in the government procurement field, which is the first of its kind nationwide.

In terms of the sound protection of rights and interests, Shenyang has implemented the "judicial blockchain plus" protection mechanism for intellectual property rights, practiced the new mode of diversified settlement of labor and personnel disputes and rights protection featuring "one-station acceptance, multiple mediation, arbitration and trial connection, and the coherence of filing, judging and execution", and pioneered to establish a positive interaction and mutual evaluation mechanism between lawyers and judges, forming a legal profession community.
