In the ranking of the comprehensive credit index of 36 provincial capitals and cities above sub-provincial level in May, 2023 (the fifth issue of 2023) published on the "Credit China" website, Shenyang ranks first with a comprehensive index of 91.14.Shenyang is the only city of the 36 cities to score more than 90 points, and this is the first time that Shenyang tops the ranking.

The city credit status monitoring ranking is a comprehensive evaluation of the credit status of various cities commissioned by the National Development and Reform Commission to the National Center for Public Credit Information, which can comprehensively reflect the level of credit system construction in each city.

In recent years, the CPC Shenyang Municipal Committee and the Shenyang Municipal Government have taken the construction of the social credit system as an important way to create a first-class international business environment, focused on achieving new breakthroughs in optimizing the legal environment and the credit environment, and striven to build the "Honest and Credible Shenyang".

In 2022, Shenyang released the first local standard for evaluating the honesty and credit of government affairs in sub-districts and townships in China, and was awarded the "Top 10 Annual Achievements of China's Urban Credit Construction".

On this basis, Shenyang continues to engage in exploration and research, as well as innovation and breakthrough.A series of local standards are formed, including "Administrative Village Honesty and Credit Evaluation Indicators and Standards" (DB2101/T 0075-2023), "Honesty and Credit Evaluation Indicators and Standards on District and County (City) Government Affairs" (DB2101/T 0074-2023) and "Honest and Credit Demonstration Enterprise Evaluation Indicators and Standards" (DB2101/T 0073-2023), which have successively passed expert reviews of Shenyang and Beijing, and taken the lead in establishing a series of credit local standard system with full coverage of governments and enterprises in China.
