Institute of Scientific and Technical Information of China of the Ministry of Science and Technology released the "National Innovative Cities Innovation Capacity Evaluation Report 2021",which made a comprehensive evaluation of the innovation capacity of 72 innovative cities in China,and Shenyang entered the top 20 national innovative cities for three consecutive years.

The report has constructed an evaluation index system consisting of 5 primary indicators and 30 secondary indicators,including innovation governance,original innovation,technology innovation,transformation of results and innovation drive,which include the main indicators of urban science and technology innovation and science and technology support for high-quality economic and social development.The report makes unified and classified evaluations of the innovation ability of national innovative cities.In the classified evaluation,according to the difference of the main innovation function(innovation level),the report divides the 72 innovative cities into 3 categories:innovation source,innovation growth pole and innovation agglomeration area.The report included 15 cities,including Shenyang,in the innovation source category.

As we enter 2022,Shenyang continues to stride forward in the development of an innovative city.The growth rate of technology-based enterprises has increased significantly.In the first three quarters of 2022, 2,713 new national science and technology-based small and medium-sized enterprises were registered in Shenyang,bringing the total number to 9,280.Shenyang organized and declared 1,315 high-tech enterprises,426 eagle enterprises,142 gazelle and unicorn enterprises.The local transformation rate of scientific and technological achievements has increased significantly.By the end of September,the city registered 4,770 technology contracts,and the turnover of technology contracts was CNY 19.549 billion,up 5.6 percent year-on-year.From January to September,the local conversion rate of scientific and technological achievements reached 50.15 percent.Shenyang carried out "assuming leadership" joint project research.Centering on the "5+3+7+5" 20 industrial chains in Shenyang,in the first three quarters,they organized innovation subjects and innovation platforms to undertake 139 provincial and municipal "assuming leadership" projects of key core technologies.Rely on the innovation platform to promote collaborative innovation.In 2022,Shenyang added two national enterprise technology centers and 64 national innovation platforms,with a total of 1,286 innovation platforms at all levels.Shenyang has added three new national innovation spaces,with 40 national innovation platforms in the city,230 innovation platforms at all levels,and 12 new provincial-level R&D institutions for the record,the city's new research and development institutions at all levels up to 84.Vigorously attracting and nurturing scientific and technological talents and teams.Shenyang has introduced 25 teams in the first three quarters through the integrated introduction of projects,teams and technologies through "transplantation with soil".Shenyang also developed and implemented policies and measures to support young talents' innovation and entrepreneurship,and supported 101 young and middle-aged science and technology innovation talent projects in the first three quarters of 2022,cultivating 219 young and middle-aged science and technology talents(teams).
