Just as everyone has to have a physical examination,so does the state of the city's development.According to Shenyang Urban and Rural Construction Bureau on September 1 that the Ministry of Housing and Urban-Rural Development released the list of sample cities for the 2022 urban physical examination,and Shenyang was selected for four consecutive years.

According to the work deployment of Shenyang Municipal People's Government and the requirements of "Shenyang Urban Renewal Management Measures",Shenyang will carry out urban physical examination to comprehensively evaluate the urban development and construction status,formulate targeted countermeasures and measures,optimize urban development goals,make up for the shortcomings of urban construction and solve the problem of "urban diseases".

In July this year,the Ministry of Housing and Urban-Rural Development issued a notice on carrying out urban physical examination in 2022,deciding to continue to select 59 cities including Beijing to carry out urban physical examination in 2022 on the basis of the previous urban physical examination work,and Shenyang was selected.According to the notice,Shenyang will mainly analyze the problems and shortcomings of the city in 8 aspects,such as ecological livability,health and comfort,safety and toughness,convenient transportation,characteristic appearance,neatness and orderliness,diversity and inclusiveness,and innovation and vitality,systematically analyze the problems and shortcomings of the city in optimizing layout,improving functions,upgrading quality,bottom-line control,improving efficiency and transformation,etc.,sort out a number of remediation task-oriented governance lists,and provide comprehensive analysis results and work suggestions for the preparation of urban renewal planning,annual implementation plan and the identification of urban renewal projects in Shenyang.On the basis of the 69 indicators in 8 aspects,Shenyang will also combine with the actual situation and add special indicators for safety and toughness,green and low-carbon,quality improvement,science and technology innovation,etc.,to build a special indicator system that fits the needs of Shenyang's transformation and development.

This year,on the basis of the municipal level,the physical examination work will be added in pilot areas at two levels including key areas and complete communities.Among them,the municipal districts and built-up areas are the main areas within the municipal level,focusing on the living environment and development quality,and analyzing and evaluating the achievements and problems of urban construction.Combined with the core development plate and the special planning and deployment of urban renewal,the key area selects three renewal areas to carry out the urban physical examination.Focusing on the people,convenience and safety of the people,the characteristic indicators are constructed to accurately find the bottleneck of construction and development and the focus of public concern in the current situation of the area.The urban physical examination summarizes the advantages,experiences and shortcomings of urban construction in our city from the aspects of national standards,horizontal city comparison,vertical evolution analysis and the requirements on the target national central city of our city.Shenyang focuses on five major actions of urban renewal,promotes the implementation of typical demonstration renewal area projects,vigorously promotes the implementation of "five projects and one management",systematically promotes the construction of sponge city and other key work,puts forward countermeasures based on the current needs of the city,provides the basis and reference for rational allocation of spatial resources and formulation of implementation plans.

The relevant person in charge of Shenyang Urban and Rural Construction Bureau said,"Shenyang will carry out the urban physical examination,take the governance of 'urban disease' as the entry point,take the urban revitalization and development as the vision,around the construction of a national central city and 'one hub,four centers' positioning,timely find the main problems and shortcomings,establish the urban planning and construction management system,mechanism and policy system in line with the implementation of the five major urban renewal actions of our city,constantly improve the quality of function,service,ecologic and culture,improve the level of Shenyang's urban governance modernization,and strive to promote the comprehensive revitalization of Shenyang in the new era to achieve new breakthroughs."
