With the intensive introduction of a number of new talent policies, Shenyang's capability of attracting talents has been continuously enhanced. According to the Report on Talent Attraction of Chinese Cities jointly released by third-party agencies on May 20, Shenyang continued to maintain its position as the most attractive city for talents in Northeast China, and its attraction to highly educated talents was further enhanced.

The Report shows that in 2021, among the top 10 cities with talent inflows to Shenyang, there were 8 cities in Northeast China. This shows that Shenyang has significant attraction to talents in surrounding cities. At the same time, in 2021, Shenyang's capability of attracting fresh undergraduate graduates and highly educated talents with a master's degree or above placed Shenyang among China's top 20 attractive cities for talents for consecutive two years, jumping two places.
