Allow unestablished enterprises with difficulties to contribute to the housing provident fund at a low proportion: For enterprises that have not established a unit account of the housing provident fund and have real difficulties in contributing to the housing provident fund, the minimum contribution rate of the housing provident fund can be reduced to 3 percent after the establishment of the unit housing provident fund account is discussed and approved by the workers' congress or the trade union. The maximum period of low percentage contribution to the housing fund is one year.

Increase support for employee housing consumption

Extend the implementation period of the policy of withdrawing housing provident fund for mutual support of employees' families in purchasing houses: the time limit for employees to purchase houses is extended from December 31, 2022 to June 30, 2023, that is, from October 1, 2022 to June 30, 2023, the employees' family members purchase homes for their personal use in the city, and the employees themselves and their spouses, children and parents of both spouses can withdraw housing provident fund to pay the down payment or full payment for the purchase of houses before August 31, 2023.
