Shenyang Municipal Human Resources and Social Security Bureau will thoroughly implement the spirit of the CPC Central Committee, Liaoning Provincial Committee and Shenyang Municipal Committee's economic work conference, fully implement the requirements of "Several Policy Measures to Help Ease Enterprises' Burden and Stabilize Economic Growth in Shenyang", combine with functional responsibilities, go all out to help ease enterprises' burden and keep their payroll stable. They will give market entities "blood transfusion", "encouragement" and "refueling" to help enterprises tide over difficulties. On December 30, Yue Maoxin, deputy director of Shenyang Municipal Human Resources and Social Security Bureau, gave a detailed interpretation of the three aspects of burden reduction policies in the press conference titled "Several Policy Measures to Help Ease Enterprises' Burden and Stabilize Economic Growth in Shenyang".

Implementing policies of "fee reduction, deferred payment and subsidy issuance" to help ease enterprises' burden and keep their payroll stable

Shenyang Municipal Human Resources and Social Security Bureau will continue to play a good "fee reduction, deferred payment and subsidy issuance" combination, through data comparison, application exemption and other ways, so that various rescue policies can quickly reach enterprises.

"Fee reduction" means to continue the implementation of the phased reduction of social security premium rates policy. They will fully implement the phased policy of lowering the total unemployment insurance rate from 1.5 percent to 1 percent, and this policy will continue to be implemented until August 31, 2023.

"Deferred payment" means the implementation of the policy of "extension of social insurance premium deferral". Some industries can apply for the deferral of payment of social insurance unit contributions for the pension insurance, unemployment insurance and industrial injury insurance. The deferral of payment of pension insurance will last until the end of 2022, and the deferral of payment of unemployment insurance and industrial injury insurance will last until March 2023. During the deferral period, the belated payment will be exempted, and the social security rights and interests of employees will not be affected.

"Subsidy issuance" is to issue various employment and entrepreneurship subsidies. They will timely deliver the employment absorption subsidies, social security subsidies, job subsidies, training subsidies and other subsidies to improve the enthusiasm of enterprises to absorb employment and the level of vocational skills of workers. In addition, the city's human resources and social security departments will also issue subsidies for stable jobs in industries in difficulty and one-time subsidies for employers to newly absorb the employment of registered unemployed persons.

Optimizing guarantee loan services for start-ups to help entrepreneurs take bold steps

They will further simplify business processes, lower the loan threshold, strengthen active services, and do their best to help entrepreneurs solve the problem of "bottleneck" of funds.

Small and micro enterprises can apply for a start-up guarantee loan of up to 3 million RMB Yuan if the number of newly hired personnel who meet the requirements for start-up guarantee loan in the current year reaches 15 percent (including 15 percent) of the number of existing employees of the enterprise, and the number of employees over 100 (including) reaches 8 percent who sign a labor contract with them for more than 1 year and pay social insurance. In the first year, the interest rate of loans for small and micro enterprises will be fully subsidized by the financial departments, and in the second year, 50 percent of the interest will be subsidized in accordance with the policy.

Implementing the "comfortable employment" livelihood project to promote job seekers to find employment through multiple channels

The employment needs of key large enterprises, micro, small and medium-sized enterprises and living service enterprises are different. Shenyang Municipal Human Resources and Social Security Bureau will formulate targeted policies and measures, and provide solid human resource elements support for the revitalization and development of Shenyang through practical and detailed employment support services.

For key enterprises and major projects, the human resources and social security departments will closely strengthen the cooperation with the development and reform departments, the industry and information technology departments and other departments, implement the "one-to-one" working mechanism of employment service specialists, "list" the employment needs of enterprises, and ensure that major projects have "specialists" and regional cooperation "guarantees supply".

For major projects, especially the newly signed and implemented projects, they will implement a comprehensive survey and centralized docking, track and coordinate to solve the employment needs of enterprises, and help the smooth progress of the project.

For small and medium-sized enterprises and life services, Shenyang Municipal Human Resources and Social Security Bureau will carry out various special recruitment activities in the city's public human resources market to meet the immediate needs of both supply and demand. Using service halls, government halls, sub-districts and communities and other places, they will organize flexible, diversified and staggered small-scale recruitment activities to realize "weekly activities and daily services" and meet the recruitment needs of small and medium-sized enterprises and the life service in a comprehensive and all-weather manner. In addition, they will make use of "Shengjinghaobanshi" App, syhrsa.org.cn, syrc.shenyang.gov.cn and other platforms to provide enterprises with employment information release, consultation, publicity and other services.

All types of enterprises in the city employ fresh graduates (within 1 year after graduation) with college degree or above, full-time graduates of general colleges and universities enrolled by national unified recruitment, and sign labor contract with them for more than 1 year and pay social insurance premiums for more than 1 year in accordance with the law, one-time labor subsidy of 1000 RMB Yuan will be given.
