On the same day,Shenyang held 2022 annual snow removal and snow transport work conference,clearly put forward that this year Shenyang will adhere to the principle of green environmental protection,give full play to the main role of sanitation enterprises to remove snow and carry out snow transport operations,mobilize all aspects of the community to participate in snow removal and snow transport work to achieve the goal of "road being passable in the snow,and clear after the snow" to create a first-class northern-city travel environment in winter.

At the same time,Shenyang requires strict control of the use standards of snow melting agent,optimize the city and district level sanitation digital intelligent platform,using video conference,monitoring system and other information means to strengthen the snow removal dispatch of front-line operation units,and fully prepare for the snow removal five elements of "people,machine,material,field and vehicle".

It is worth mentioning that this year,Shenyang will strengthen the digital supervision and analysis and snow removal effect assessment,accept the evaluation of all walks of life and citizens.In the process of removing and transporting snow,the units and individuals that do not standardize,do not act,and do not organize well will be held accountable.

Time limit for snow removal and transportation

All regions and departments are required to operate in accordance with the order of "first key and then general" and "first open and then clear",giving priority to snow removal on expressways,key areas,key streets,bridges and other roads,while taking into account other roads.The snow should be cleared in 12 hours for light snow,in 24 hours for moderate snow,and transported in 72 hours.The snow should be cleared in 48 hours for heavy snow,and transported in 5 days.The snow should be cleared in 96 hours for snowstorm,and transported in a week.In case of heavy snowstorm,the departments should combine with the actual amount of snow and in accordance with the requirements of the city snow removal command to complete the snow removal task.

Socialized snow removal and transportation

If the snow falls during the day,each unit should organize personnel to remove the snow within 2 hours after the snow stops.If snow falls at night,each unit should organize snow removal before 9:00 the next day,and remove snow within 24 hours after the snow stops.The quality standard shall meet the standard of no snow(ice)bump and snow(ice)frost on sidewalks,roadway and no continuous snow section,and shall not affect the normal passage of residents.
