Talent is the first resource,and the cultural quality of the population is the key factor for the sustainable development of the economy and society.According to Shenyang Statistics Bureau on September 20 that the results of the 7th National Census in 2020 showed that compared with the period of the 6th National Census in 2010,the cultural quality of Shenyang's population has improved significantly and the talent reserve is huge,which is a great help to the development of the city.

For every 100,000 people,there are 12,000 more people with a college education than in the whole country

According to the results of the 7th National Census in 2020,compared with the 6th National Census in 2010,the number of people with university education per 100,000 people in Shenyang rose from 20,391 to 27,471,the number of people with high school education fell from 18,082 to 16,721,the number of people with junior high school education fell from 41,243 to 37,233,and the number of people with elementary school education fell from 14,972 to 13,174.

According to the data,there are 12,004 and 9,255 more people with university education per 100,000 people than in the whole country and the whole province,respectively.

Meanwhile,the average years of education for the population aged 15 and above in Shenyang is 11.39 years,reaching the third year of high school literacy,which is 0.71 years higher than that in 2010,and 1.48 years and 1.05 years higher than that of the whole country(9.91 years)and the province(10.34 years,7th in the country)respectively,ranking 6th among the 15 sub-provincial cities.

Heping District's resident population has the highest average years of education

Among the 13 districts in the city,the average years of education of the resident population aged 15 and above in Heping,Shenhe,Huanggu and Hunnan District all exceeded 12 years.

Among them,as a traditional strong cultural district,Heping District has the highest level of education,with the average years of education of permanent residents aged 15 and above reaching 12.57 years.Hunnan District has also made a breakthrough,with the average number of years of education for the resident population aged 15 and above rising from 10.57 years in the 6th National Census to 12.21 years,an increase of 1.64 years in 10 years,making it the fastest-improving district in terms of literacy level.

The "illiteracy rate" is the lowest among the 15 sub-provincial cities

The illiterate population(people aged 15 and above who cannot read and write)in Shenyang is 41,284,56,388 less than in 2010,and the illiteracy rate dropped from 1.20 percent to 0.46 percent,which is 2.21 and 0.44 percentage points lower than the national(2.67 percent)and provincial(0.90 percent)rates respectively.Among the 15 sub-provincial cities in China,Shenyang has the lowest proportion of illiterate people.

1.Science and technology

For the whole year of 2021,Shenyang strove for 5 policies,such as the national pilot zone for the innovation and development of a new generation of artificial intelligence,with 1,816 projects and 1.42 billion RMB Yuan in funding,an increase of 22.3 percent over the previous year.

At the end of the year,there were 382 key laboratories at the municipal level,including 8 at the national level,and 279 technology innovation centers(engineering technology research centers)at the municipal level.

There were 25 academicians of the two academies,including 5 academicians of Chinese Academy of Sciences and 20 academicians of Chinese Academy of Engineering.

29,252 patents were granted throughout the year,of which 4,569 were granted for inventions.

2.Education

By the end of 2021,there were 1,314 government-funded and privately-run non-profit kindergartens in the city,accounting for 84.3 percent.There were 283 primary schools with 434,000 students.The gross enrollment rate of the primary school-age population was 123.4 percent,and the retention rate of compulsory education was 102.0 percent.There were 313 regular middle schools with 306,000 students.There were 30 regular technical secondary schools with 47,000 students.There were 48 vocational high schools with 31,000 students.There were 32 technical schools with 21,000 students.

There were 45 general colleges and universities in the city(including 2 independent colleges),enrolling 116,000 undergraduate and college students,with 451,000 students and 100,000 undergraduate and college graduates.

General colleges and universities and research institutions enrolled 27,000 graduate students.There were 76,000 postgraduate students in school and 19,000 postgraduate students graduated.
