Shenhe district of Shenyang in Liaoning province will prioritize the organic renewal of the city, further promote the construction of the "three core blocks" and focus on the development of emerging industries and industrial transformation.

It is making every effort to make the "three core blocks", namely the historical and cultural block of the ancient city, the Caita modern service center and the southern area of the Shenyang Agricultural University, into new highlights of urban development and construction.

The historical and cultural block of the ancient city strives to build a national 5A-level scenic spot and a major landmark of Chinese culture. This year, it plans to implement 47 projects with a total investment of some 3 billion yuan ($432 million).Those include 33 construction projects such as comprehensive upgrading of the Shenyang Road, renovating Chang'an Temple Hutong and Sanyi Hutong, four industrial projects including the 1953 Cultural and Leisure Block, Tangying Digital Museum, and Liu Laogen Grand Stage, and 10 cultural programs including the Shenyang cultural creation center.

Caita modern service center focuses on financial services, business offices and modern commerce. It will complete its planning and adjustment of the second phase of Huaqiang Golden Corridor City Plaza, accelerate the construction of the financial center and launch investment promotion for the Fujia Financial Building. The area is aiming to create a characteristic commercial and financial service industrial zone covering headquarters, private equity funds, insurance and technology.

The southern area of the Shenyang Agricultural University will carry out planning and design centering on the integration of industries and city development. It strives to build an emerging eco-friendly industrial zone with high-quality resources and key industrial chains. In the future, Shenhe will also devote itself to the front line of vitalization and development and take the leading role as a pioneer in Shenyang's prosperity in the new era.
