Adhering to the guidance of planning,and constantly optimizing the development ideas.Based on the advantages of Shenyang's industrial base and historical and cultural resources,Shenyang has made a high level plan to promote the development of cultural industry,scientifically formulated 9 important documents such as"Shenyang Cultural Industry Development Plan in the 14th Five-Year Plan Period"and"Action Plan for Building a Regional Cultural and Creative Center in Shenyang",and strove to build a new development pattern of cultural industry with"one axis leading,four belts linking,and multiple fields supporting",the total number of cultural enterprises above the designated size and the number of new enterprises ranked first in the province again,and the increase in revenue exceeded the provincial average.

Strengthening policy incentives to unleash potential and vitality.Shenyang formulated and implemented the"Several Opinions on Promoting the High-quality Development of the City's Cultural Industry",and the municipal level special fund was increased by 80 million RMB Yuan to support the development of various cultural enterprises,parks,bases,business forms and projects.Together with the land,finance,taxation,finance and other departments,Shenyang will launch a combination of policy measures,increase the publicity and interpretation of policies,strengthen the implementation of policies,and promote the development and growth of a number of leading cultural enterprises.

Optimizing spatial layout and developing a new industrial system.Shenyang will use the cultural resources of Qipan Mountain,Qixing Mountain and Ma’er Mountain to create new landmarks of cultural tourism,use the cultural resources along Hunhe River,Puhe River and Liaohe River to create a new development framework,and use the resources of Shenyang Square City and Old North Market to create new highlights,calling for the brand of"Historical Shenyang,Cultural Shenyang and Landscape Shenyang".Shenyang will also focus on creative design,digital culture,radio,television and publishing,film,culture,sports and entertainment five types of business,to strengthen the industrial chain and improve the industrial system.
