Since the approval of the national cross-border e-commerce comprehensive pilot area, Shenyang has vigorously promoted the pilot area as an important way to promote the high-quality development of opening up and has achieved phased results.
The top-level design is constantly strengthened. The development distribution of "one core, two modes, and four bases" is clearly defined.
The platform system has been constantly improved. A comprehensive service platform for cross-border e-commerce has been built and put into use. The 1210 online shopping bonded mode and 9610 cross-border direct purchase mode have been fully opened.
Supporting facilities for customs supervision of cross-border e-commerce have been put in place. Three supervision operation sites have been set up and put into use, namely, the offshore park of the comprehensive bonded area, two customs inspection warehouses in Taoxian park, Liaoning Postal Express Mail Supervision Center, Yuanda International Express Mail Supervision Center and Taoxian International Airport Express Mail Supervision Center. Liaoning Postal Express Mail Supervision Center has become the first "Three Customs in One" (mail, commercial express, cross-border e-commerce) supervision center in Northeast China. Yuanda International Express Mail Supervision Center has built 5 intelligent inspection and sorting lines, with a daily cargo handling capacity of 105 tons. Taoxian International Airport Express Mail Supervision Center has realized the "one-stop" completion of express transportation and customs clearance.
