A matchmaking event on cooperation between Liaoning province's Shenyang city and central State-owned enterprises was held recently in Beijing, and included the signing of 33 projects with a total investment value of 263.3 billion yuan ($38.1 billion).

The event, named Integrated Development and New Breakthrough in Vitalization: Shenyang and Central State-owned Enterprises Deepening Cooperation Matchmaking Conference, attracted 30 representatives from central SOEs including Aero Engine Corporation of China, Genertec and China State Railway Group to discuss win-win solutions for the coordinated development of Shenyang and central SOEs.

The report of the 20th National Congress of the Communist Party of China proposed to promote the comprehensive vitalization of the Northeast China.

The matchmaking conference aimed to deepen the cooperation between central SOEs and Shenyang, enhance mutual trust, serve the high-quality development of enterprises and help spur Shenyang's development in an all-around way.

There were 15 industrial projects, nine infrastructure projects, seven service projects, one energy project and one environmental protection project, including the aerospace intelligent manufacturing industrial park. The projects combined to represent a total investment of 15 billion yuan. The Hunnan Wangjiawan industrial park included a total investment of 40.6 billion yuan and the comprehensive development project of the Hepingwan amassed a total investment of 23.4 billion yuan.

The projects involved sectors such as energy, the chemical industry and integrated circuit equipment. Together, they are to help Shenyang build key industrial chains of automobiles and parts, aviation, new-generation information technology, integrated circuit equipment, high-end equipment, biomedicine and medical equipment, food, new energy, energy conservation and environmental protection.

Shenhe, Hunnan, Tiexi and Dadong districts and the Shenyang area of the China (Liaoning) Pilot Free Trade Zone also highlighted projects such as Shenyang Ancient City Cultural Tourism, IC equipment industry base, new energy industry base, intelligent networked vehicle smart park and airport economic zone during the event.

Representatives from central SOEs said Shenyang, as a traditional equipment manufacturing base, has a solid industrial foundation, superior transportation location, rich industrial talents and complete infrastructure.

In the next step, central SOEs will integrate into the vitalization and development of Shenyang and accelerate the adjustment of industrial structure of the city.

As a vital industrial base in the country, Shenyang's economic development is inseparable from the support and dedication of central SOEs.

By the end of 2022, the total number of central SOEs at all levels in Shenyang reached 675, with total assets of 1.3 trillion yuan, an operating income of nearly 1.2 trillion yuan, total profits of 12.3 billion yuan, and tax payments of 14.2 billion yuan.

Central SOEs have 47 newly built or under-construction projects in Shenyang, with a total investment of 255.8 billion yuan.

They have made outstanding contributions to Shenyang's urban development as well as the improvement of people's livelihood and industrial transformation and upgrading.

According to the State-owned assets supervision and administration commission of Shenyang, the city has continued to deepen its pragmatic cooperation with central SOEs in the fields of equipment manufacturing, energy and infrastructure construction during the past two years.

China Energy, China Resources Group and PowerChina are launching clean energy projects such as wind power and photovoltaic power generation. Shenyang Aircraft Corporation and Shenyang Liming Aero-Engine will collaborate on projects such as building Shenyang's large-scale aviation industry structure.

In the next step, Shenyang will give full play to its advantages in resource endowment, optimize the business environment that serves the reform and development of central SOEs and make good use of the capital, management and technology to promote the overall vitalization of the city.

Shenyang will support central SOEs by strengthening the construction of characteristic industrial parks, introduce high-quality resources such as capital, technology, management and talents, and promote cooperation in research and development of new technologies, equipment and materials.

The city plans to build a service information platform to enhance communication efficiency, forming a closed-loop mechanism for the collection and summary of central SOEs' appeals and solve the problems of central SOEs in terms of supportive policies and industrial support.

Shenyang will also guarantee the construction of contracted projects and implement special services in terms of approval and land use to promote the deepening of cooperation and friendship between Shenyang and central SOEs.
