Article 7 of the Regulations specifies the scope of prohibited areas, namely, the operation, storage, transportation and set off of fireworks and firecrackers are prohibited in the following areas:

(1) The area within the ring line of the 3rd Ring Road of the city (including the city ring expressway).

(2) The administrative areas within the 4th Ring Road of the Dadong District.

(3) The administrative areas in the west of Shenyang-Dandong Expressway and within the 4th Ring Road of Hunnan District.

(4) The administrative areas in the west of Beijing-Harbin Expressway and within the 4th Ring Road of Shenbei New District.

The detailed boundary scope of the "prohibited areas" will be clear to the streets and communities, and will be released by the relevant district government through the portal website of the district government.

Article 8 of the Regulations specifies the places and areas where the sale and set off of fireworks are prohibited outside the prohibited areas, that is, the sale and set off of fireworks are prohibited in the following places and areas:

(1) In the security protection areas of cultural relics protection units, museums and archives.

(2) Important military installations.

(3) Radio stations, television stations, newspapers and other media organizations.

(4) Telecommunication, postal and financial institutions.

(5) Within the safety protection area of large energy and power facilities, water conservancy facilities, water, electricity, gas and heat supply facilities and power transmission and transformation facilities.

(6) In railway stations, passenger (cargo) transport stations, airports, metro stations, motor vehicle lanes, bridges (including overpasses and flyovers), tunnels and other transportation hubs, as well as railway line safety protection areas.

(7) Places where inflammable and explosive goods are produced, sold or stored, and within a distance of 100 meters around them.

(8) Medical institutions, kindergartens, primary and secondary schools, nursing homes, teaching and research institutions, large cultural and sports venues, markets, shopping malls, supermarkets, theaters, commercial pedestrian streets and other public places with dense population.

(9) Within a distance of 10 meters around a building with more than 10 storeys or a building taller than 24 meters.

(10) For the community implementing property management, outside the discharge area designated by the property enterprise. For the community that has not yet implemented property management, outside the discharge area designated by the community committee appointed the sub-district office.

(11) Urban green space.

(12) Key fire prevention areas such as mountain forests.

(13) Other places where the setting off of fireworks and firecrackers is prohibited as stipulated by the people's government of the district, county (city).

Article 10 of the Regulations specifies the safety requirements for the setting off of fireworks, that is, units and individuals who set off fireworks shall discharge them correctly and safely in accordance with the discharge instructions of fireworks. Fireworks and firecrackers are not allowed to be set off in the balconies, windows, corridors and roofs of residential shanty towns and residential buildings. No fireworks or firecrackers shall be thrown at pedestrians, vehicles or buildings. It shall not obstruct the safe passage of pedestrians and vehicles.

In addition, citizens can call 110 or 12345 to report illegal transportation and setting off fireworks, and the public security and emergency departments will give rewards after verification according to the division of responsibilities.

Public security organs will punish illegal transportation and setting off fireworks according to the Regulations on Fireworks Safety Management. If it constitutes a violation of the Regulations of the People's Republic of China on Administrative Penalties for Public Security, it will be punished with administrative detention. If serious consequences are caused, criminal responsibility will be investigated according to law.
