Recently, a heavy truck with a full load of goods and a Russian license plate set off from China-Europe Freight Train (Shenyang) Assembly Center. It will exit China via the Manzhouli port, and finally arrive in Moscow, the capital of Russia, in about two weeks. This marks the successful opening of the first Transport International Router Transport (TIR) line in Shenyang Customs Zone, and the launching of a new channel for foreign trade in NE China.

TIR is the world's only customs clearance system for cross-border transportation of goods established on the basis of the United Nations Convention on International Transport of Goods Under Cover of TIR Carnets, featuring one-time declaration, direct delivery with one certificate and one vehicle transportation, which is highly compatible with the flexible transportation needs of customers.

TIR features a flexible transportation mode. Moreover, it is applicable to different types of goods and transportation needs, and can make up for the shortcomings of railway transportation that is not applicable to transporting hazardous goods. Therefore, TIR has become a practical tool to enhance trade facilitation and transportation security, and is much favored by enterprises. According to the estimation of International Road Transport Union (IRU), TIR transportation mode can save 58% of transportation time and 38% of transportation cost for consignors and consignees.

In the next step, Shenyang Customs will give full play to the existing platform advantages of China-Europe freight trains under its jurisdiction, and further improve the cross-border logistics supervision process around "transportation benefit and transportation efficiency", so as to inject new impetus for accelerating the construction of the northeast land-sea channel and deeply integrating into the connectivity cooperation under the Belt and Road Initiative.
