At 10:00 on February 21 (the second day of the second lunar month), Heping District will hold the 8th Shenyang (Heping) Dragon Heads-raising Day Culture Festival in Laobeishi to implement the "Culture +" project, empowering with culture, integrating development, displaying the new picture of cultural tourism and new look of the masses in Heping District, helping to promote economic revitalization and cultural prosperity and development.

For example, Heping District has introduced a new policy on building economy, giving a target reward of 300,000 RMB Yuan, 600,000 RMB Yuan, 1 million RMB Yuan and 1.5 million RMB Yuan to "100 million RMB Yuan buildings", "200 million RMB Yuan buildings", "300 million RMB Yuan buildings" and "500 million RMB Yuan buildings" respectively for the amount of tax amount.
