At the press conference held by the China Meteorological Administration on November 3, Jia Xiaolong, Deputy Director of the National Climate Center, introduced that the national average temperature in October was 12.2℃, 1.6℃ higher than the same period in normal years, and the highest since 1961.Most areas of NE China as well as most areas of Shandong, Inner Mongolia and Xinjiang are 2℃ to 4℃ higher. Inner Mongolia, Xinjiang, Tianjin and Liaoning all have the highest temperatures in history during the same period, with 140 national meteorological stations having daily highest temperatures exceeding the historical extreme in October.

The climate prediction bulletin released by the National Climate Center on November 3 stated that most areas of China have temperatures close to or higher than the same period in normal years, with obvious periodic characteristics of temperature. It is warm in the early winter, and the temperature in the late winter will be close to normal years. Jia Xiaolong said, "Whether it's a warm winter or not depends on if the temperature can reach the warm winter standard."
